CHRB On Santa Anita Turf: 'Back To Normal And Safe'

On the day before racing at Santa Anita is scheduled to resume Friday with five turf races following an 11-day break that had been planned before recent grass-course drainage issues arose, staffers with the California Horse Racing Board (CHRB) deemed the turf to be ready to handle horses. The last two dates that Santa Anita had raced, Apr. 8 and 9, a total of five turf races had to be swapped from the "firm" grass course to the "fast" main dirt track because of slippage problems on the far turn....

California First to Sign Voluntary Agreement, Pay HISA 2023 Fees

The Golden State is the first jurisdiction in the country to sign a voluntary agreement with the Horseracing Integrity & Welfare Unit (HIWU) to continue performing a host of vital roles when the Horseracing Integrity and Safety Act's (HISA) drug control program goes into effect Mar. 27, according to a statement Friday by the California Horse Racing Board (CHRB). In another first among the nation's racing jurisdictions, the CHRB also agrees to pay HISA's 2023 fee assessment. The total figure for the state is more than $6.7 million. However, after...

CHRB Emergency Rule on Compounded Drugs Geared to Shield Veterinarians

In an attempt to help shield California's backstretch veterinary community from possible further punitive actions by the Veterinary Medical Board (VMB), the California Horse Racing Board (CHRB) has issued proposed emergency regulations designed to clear up discord between these two agencies about the correct use of compounded medications across California's backstretches. The Food and Drug Administration (FDA) defines the compounding of drugs as "the process of combining, mixing, or altering ingredients to create a medication tailored to the needs of an individual patient. Compounding includes the combining of two or...

“Horrifically Wrong”: California VMB and Equine Practitioners at Odds

Last month marked the resumption of business as usual for Jeff Blea, back as California Horse Racing Board (CHRB) equine medical director after an eight-month plus enforced hiatus due to the California Veterinary Medical Board's (VMB) controversial step of suspending his license. In a settlement with the medical board, Blea agreed to continuing education classes in record keeping, a remittance to the VMB of $131,464 for the investigation costs, and a three-year probationary period. Those believing the return of Blea to his prior role would bring an end to the...

CHRB Issues Advisory

Scott Chaney, the California Horse Racing Board (CHRB)'s executive director, issued the following advisory on Sept. 21: "On April 21, 2021, the amended language to Rule 1588 (Horse Ineligible to Start in a Race) became effective. More specifically, that rule requires that in order to run, a horse must be on the grounds of a CHRB inclosure and in the care of a licensed trainer for seven days prior to the race. Horses cannot leave the grounds during this seven day period except to travel on a van between CHRB...

Mandatory Jockey Breeding Rights Discussed at CHRB Meeting

The California Horse Racing Board's Jockey and Driver Welfare Committee held a relatively rare meeting Wednesday in Sacramento to discuss several items, including a novel and somewhat controversial proposal to require the granting of a one-time breeding right or season to the winning rider of a future stallion that wins certain California graded stakes. As the CHRB's meeting package points out, owners have typically given a stallion share to the regular rider and trainer of horses that retire to stud. But that voluntary practice "has evolved, some would say eroded,...

CHRB Meeting: HISA, Accident Taskforce, Betting Option Menu

Newly minted California Horse Racing Board (CHRB) member, Thomas Hudnot--an education consultant and a former racehorse owner--enjoyed a relatively smooth landing on his first public day on the job, with few of the highly combustible topics on the monthly commission meeting agenda that have lit the touch paper during any number of board meetings these past few years. The meeting, however, did signal a potential brewing storm in the shape of the Horseracing Integrity and Safety Act's scheduled implementation of its racetrack safety rules July 1. CHRB executive director, Scott...

Amended Accusations Set Ball Rolling Towards Blea Hearing

In an amended accusation, the California Veterinary Medical Board has revised its original set of complaints leveled against California Horse Racing Board (CHRB) equine medical director, Jeff Blea. The additional information, however, mostly "fine-tunes" what was included in the original accusation against Blea and doesn't change the "big picture," said George Wallace, Blea's attorney. According to various leading veterinary medical experts, that big picture is one largely of lax record keeping. What the amended accusation does, however, is set the ball rolling on a rough time-table leading to a full...

CHRB Backs Blea Ahead of 'Dangerousness' Hearing

Three members of the California Horse Racing Board (CHRB), plus the agency's executive director, on Thursday advocated for the reinstatement of temporarily suspended CHRB equine medical director Jeff Blea on the eve of his hearing before the California Veterinary Medical Board (VMB) to rule on a list of allegations that include administering "dangerous drugs" to racehorses without examination or medical necessity. "For my own two cents as chairman, I think that the issues surrounding Dr. Jeff Blea brought forth by the veterinary medical board are both ill-advised and slanderous," said...

"Given the sensitive and very public nature of the necropsy and resulting investigation into the death of Medina Spirit, and in keeping...

Further, I ask that you provide my staff with regular...

Penalize Trainers for Equine Fatalities? The Ins and Outs

An indication of just how prickly an upcoming California Horse Racing Board (CHRB) Medication, Safety, and Welfare Committee meeting discussion will likely be--one on potentially penalizing trainers for equine injuries and fatalities--can be evinced through a tweet the agency's spokesperson, Mike Marten, issued on Sept. 26. The digital missive goes: "Considerable interest in this Oct. 19 CHRB committee agenda item: 'Discussion regarding the advisability of penalizing trainers for injuries and fatalities for horses in their care.' Emphasis on the word 'discussion.' Very early in a complicated process." A "complicated process"...
