Florida House Advances Decoupling, but Senate Has Yet to Schedule Hearings on Companion Bill

The Florida House of Representatives on Feb. 11 passed the controversial decoupling bill backed by Gulfstream Park and Tampa Bay Downs that would allow either track to cease live racing while retaining their respective casino and card-room privileges. The 77-34 decoupling vote was largely split along party lines, with Republicans mostly in favor of it and Democrats mostly against it. The roll call came at the very end of a four-hour legislative session on Wednesday, and the eight minutes of discussion preceding its passage consisted of only one representative speaking...

Letter to the Editor: On Decoupling's Defeat in Florida

Just as two of our greatest race days unfolded at Churchill Downs, our sport received great news as the Florida Senate held firm and did not take up the decoupling bill that had passed the House a few days earlier. I personally wanted to congratulate the Thoroughbred Racing Initiative and their team, organized by members including David O'Farrell, Damon Thayer, Barry Eisaman, Mark Casse, Tom Ventura and many others. They...

Florida Decoupling Dead In The Water As Regular Legislative Session Ends

The Florida Legislature has concluded policy discussions for the 2025 Regular Legislative Session, effectively killing the proposed decoupling provisions of Senate Bill 408, House Bill 105, and House Bill 1467, all of which the Florida Senate declined to approve for final passage, the Florida Thoroughbred Breeders' and Owners' Association said in a press release late on Friday. However, Florida law requires the legislature to pass a balanced state budget each year. To meet this constitutional requirement, the legislature has extended the session through June 6, but has limited the focus...

NHBPA Issues New Call to Action to Stop Florida Decoupling Measure

The National HBPA has sent correspondence to Florida horsemen and racing fans urging them to send a letter to Florida senators to vote no on decoupling. In it, the organization urges readers to flood the Senate, and the Florida State Senator representing their address' district, with a prepared letter explaining the grave danger HB 105--and its virtual twin Senate Bill 408--poses to a key state industry. While the Senate measure has a separate number bill from the House, the objective is reportedly the same--allow racetracks to keep their gaming licenses...
