Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.

The following rulings were reported on HISA's “rulings” portal and through the Horseracing Integrity and Welfare Unit's (HIWU) “pending” and “resolved” cases portals.

 

RESOLVED ADMC VIOLATIONS

Date: 03/03/2025

Licensee: Gustavo Delgado, trainer

Penalty: 7-day period of Ineligibility for Covered Person, beginning on March 4, 2025;

Disqualification of Covered Horse's Race results, including forfeiture of all purses and other

compensation, prizes, trophies, points, and rankings and repayment or surrender (as

applicable); a fine of $1,000; imposition of 2 Penalty Points. Admission.

Explainer: Medication violation for the presence of Capsaicin–Controlled Medication (Class B)–in a sample taken from Avant Glory, who won at Gulfstream Park on 11/26/24.

Penalty: 7-day period of Ineligibility for Covered Person, beginning on March 4, 2025;

Explainer: Medication violation for the presence of Betamethasone–Controlled Medication (Class C)–in a sample taken from Vassimo, who won at Gulfstream Park on 12/14/24.

PENDING ADMC VIOLATIONS

03/05/2025, Richard Sillaman, trainer: Pending medication violation for the use or attempted use of a Class C controlled medication on Poker Joker during the race period, for an event dated 2/2/25.

 

03/05/2025, Vance Childers, trainer: Pending medication violation for the presence of Testosterone–a banned substance–in a sample taken from Tigger Attack, who finished fifth at Fanduel Sportsbook and Horse Racing on 10/29/24.

 

03/04/2025, Mario Lopez, trainer: Pending medication violation for the presence of Dexamethasone–Controlled Medication (Class C)–in a sample taken from Sam Stormy, who finished second at Tampa Bay on 2/2/25.

 

02/28/2025, William Mott, trainer: Pending vets' list medication violation for the presence of Acepromazine–Controlled Medication (Class B)–in a sample taken from High Oak on 12/20/24.
